About Barter & Associates

Barter & Associates, Inc. was founded in 1982 as a Structural Engineering firm by Marc S. Barter. The original goal of the firm was, and still is today, to provide clients with economical and technically correct solutions to their problems, whether it was the design of new building or the correction of a problem with an existing structure. We accomplish this by employing excellent engineers, technically competent and singularly focused on the client’s problem. Our original business plan has not changed:  Use the best tools we can find to provide the best solution and present it in the most understandable format possible. Our business culture does not employ the term “work it out in the field”.  We strive to produce accurate, understandable solutions with time spent in the office to avoid unnecessary time spent during construction.

Over the years, we have designed hospitals, school buildings at the K-12, college, and university level. We have designed, nursing facilities, retail buildings, federal, state, and local buildings as well as multifamily residential complexes. Some of our most complex assignments have been industrial where we have designed structures associated with oil storage, liquid natural gas storage, and marine activities such as barge and ship berths. We have also worked on many historic structures destined to become rubble without a creative structural solution that allowed for adaptive reuse or just stabilization.

We have also provided a myriad of services such as analysis of existing structures to support new or different loads, storm damage assessments, and performed failure investigations.  When requested, we have provided litigation support. We also have provided clients with special inspection services on our own projects as well as those of other engineers.

In the interest of staying current with the ever-changing construction environment, our engineers attend seminars, webinars, and participate in professional development well beyond that which is required by licensing authorities. Building codes have evolved in the decades since the firm was founded. Materials of construction are higher strength, lighter, and more resilient. Clients deserve well informed solutions to their problems that are linked to 21st century technology. This can only be accomplished with seasoned engineers undergoing constant retraining resulting in experience coupled with technology applied in a measured and sensible manner.

Marc S. Barter, PE, SE
Principal

Mr. Barter has 50 years of experience in the design of structures and foundation systems. 40 years of private practice as a principal in structural engineering firm. Mr. Barter has personally designed or supervised the design of large auditoriums, athletic facilities, hospital additions, schools, churches and office buildings. In addition to design projects, he has conducted numerous investigations of existing structures for code compliance and adaptive reuse and engineered the restoration and repairs of building and parking structures.

James A. Russell, PE, SE
Principal

Mr. Russell has 32 years as a practicing design engineer with extensive experience in the design of structures and foundation systems. Mr. Russell serves in the capacity of chief design engineer and project manager. He is responsible for the timely and efficient production of projects and the assurance that those projects meet the latest codes and standards. His work with the firm’s major clients has been instrumental in the firm’s growth both technically and professionally. Additionally, Mr. Russell serves in the role of providing in-house quality assurance. All major projects are check by him for engineering accuracy and completeness. Through his expertise in this area the firm has been very successful in the production of high-quality contract documents that are both accurate and provide the client with an economical solution.

Mary-Margaret Dickey, PE
Design Engineer

Ms. Dickey has 14 years as a practicing design engineer with experience in the design of structures and foundation systems. Ms. Dickey is responsible for the design and preparation of plans for structural engineering projects, including building, bridges, piers and other miscellaneous structures. She has design experience in both hurricane prone regions and high seismic zones. Ms. Dickey has personally designed schools, shelters (ICC 500), multifamily residential buildings and office buildings per IBC. These projects have ranged in sizes, from a 1,000 SF to +60,000SF and from 1 story to 6 stories. Ms. Dickey has also designed bridge substructures and superstructures per AASHTO LRFD Bridge Design Specification. She has worked on highway, metro rails, and pedestrian bridges. In addition to the design experience, she has three years of experience in research and finite element modeling and spent one year providing recovery services support to FEMA Public Assistance Division in Houston Texas after Hurricane Harvey.
